Earlier, it was announced that the completion of the Terminal was delayed to 2011 "to allow for 'more detailed consultation and study to take place' because of the complexity of the project involving reclamation and marine engineering works". Even earlier, the Tourism Board said that the project needed time as "there are still many issues to iron out because the Marina South site is on reclaimed land".
According to reports, the new Terminal will help Singapore achieve its ambition of becoming a cruise hub for the region by doubling the handling capacity of the current HarbourFront terminal, which is already struggling to cope with the growing number of ships and people arriving there. The existing terminal at HarbourFront has a height restriction of 52m, making it impossible for many bigger ships to dock there. The new terminal at Marina South will not have any size or height restrictions.

The construction works will entail piling, construction of berths, terminal deck and mooring dolphins. Safety boats will be deployed to advise all craft to keep clear of the working area.
