Preparing for plankton bloom in the East Johor Strait?

A "sentinel fish cage to monitor the water quality and the impact of plankton on sensitive fish species" will be installed off Seletar Dam for six months until Mar 2017, by the Agri-food and Veterinary Authority (AVA).
While it's good to know that serious effort is being taken to monitor water quality in the East Johor Strait, I wonder why this site was chosen? It is not close to where most of the AVA-licenced fish farms in the East Johor Strait are located. These are mostly found between Pulau Ubin and Pasir Ris.

INSTALLATION OF A SENTINEL FISH CAGE OFF SELETAR DAM

1 A floating sentinel fish cage with a size of L6 metres x B6 metres x H6 metres and two yellow amber solar LED flashing beacons installed on two opposite corner of the cage will be installed off Seletar Dam on the 15 Sep 2016 between 0900 hours to 1700 hours.

2 The purpose of the sentinel fish cage is to monitor the water quality and the impact of plankton on sensitive fish species.

3 The sentinel fish cage will be remained at site for six months till 15 Mar 2017, at the following co-ordinates (see attached chartlet):
